Abstract

The idea of a single EU market is based on four fundamental freedoms; these are the free movement of goods, services, capital, and persons. In a turn, free movement of services - freedom to provide services is a combination of several criteria. For a service
to be governed by Articles 56-62 of the Treaty on the Functioning of the European Union, it must meet the following criteria: economic activity, cross-border nature, temporary nature, and no conflict with other provisions. If the above criteria are met in
the legal framework and refined by court practice, the service is considered within the scope of freedom of service, where special attention is paid to the elimination of discrimination based on citizenship or other grounds, equal opportunities for activities
and high-quality services.
Education is one of the fundamental human rights. At the same time, it is the cornerstone of establishing a single EU market, a single economic space. The issues of quality and mutual recognition in the free movement of education as a service between
the Member States are important. The procedure for recognizing the document certifying the obtained profession depends on the profession itself. The professions can be divided into two groups, automatic recognition, and recognition according to the
internal procedures of the receiving State. There is indeed a certain legal framework in this regard, but in a multinational union such as the European Union, it is difficult to develop a harmonization process without the appropriate political will.
